The Pathway to Prosperity begins with safety and stability. Safe streets are the foundation of thriving communities: without them, nothing else works. When businesses know neighborhoods are safe: they expand and hire.  Public safety is not just about constitutional law enforcement, it’s about creating the conditions where people can live, work and raise families with confidence in their future. 

From that foundation, we can build. By encouraging and incentivizing the construction of thousands of new homes in Cook County’s hardest-hit neighborhoods, we anchor revitalization where it’s needed most.  These new homes become magnets for young families, catalysts for small business growth and anchors for lasting community pride. They will turn once vacant lots into opportunity and they will send a clear message: all neighborhoods matter. 

The benefits extend far beyond the locations where we build the homes. As property values rise across the county, the tax base grows. That means the overall tax burden can be lessened for every homeowner, small business and taxpayer in Cook County. Even if you never step foot on the block where new construction happens, you will feel the impact with a stronger economy, more stable finances and a county that works better for everyone. 

We can also take care of people. That means moving County Health resources directly into senior housing facilities, so our most vulnerable residents have ready access to care without the burden  of travel. It means partnering with Chicago’s hospitality industry to train current detainees in the  

Cook County Jail to learn culinary and urban farming skills - giving them a meaningful pathway to employment and ending the cycle of reincarceration. 

The Pathway to Prosperity is not a single program. It’s a commitment to making Cook County  safer, more affordable and more hopeful for every resident, in every community. It’s how we fix what’s broken, build what’s next and keep the promise of a better life within reach for everyone. 

Safer Communities 

  • Focus law enforcement and community resources where crime is highest. Partner with municipalities to improve coordination and coverage. 

  • Integrate public health and mental health services into safety strategies. 

Building Homes to Anchor Revitalization 

  • Transform vacant lots into vibrant neighborhoods with thousands of new homes. Use housing as an anchor to attract business, stabilize schools & strengthen communities. 

  • Target investments in the hardest-hit areas to spark lasting change.

Care for Seniors

 Pathways for People in County Jail

  • Defend access to reproductive healthcare for all residents of Cook County and utilize grant programs to expand access to reproductive services in local clinics.
